    If you have problems with air not coming out the correct vents, then that is a separate issue all together. Mode doors are vacuum actuated, controlled through the HVAC controller (right on firewall to the right of the duct in your video above). That box has electric valves to switch vacuum to the different doors. So the problem could be a loss of vacuum to the HVAC control box, or it could be the box itself. Broken manifold vac lines are very common issue and will affect the parking brake release as well.
    I believe this is my problem but I can't do anything unless I know what to check, replace, repair. And can you tell me what to check. And ill get back to you.

    What to check? You told/showed the part that what's making noise, and you were told what it is. What's left to check?

    Do a search or look in the tech tips section for replacement instructions.

    Vents not working correctly. Should I just check the tech forums?

    eldorado_sean, have you checked if you have vacuum leaks under the dash (the rubber manifold by the CCM) and the main supply line on the right side of the firewall and the vacuum tank underneath the battery and the small check valve on the supply line?
    Does your parking brake release?
    Do you have any CCM codes?

    You have a very simple issue, is a matter of 10 minutes to diagnose.

    I'm not annoyed with you, just with all the mis-information from people who don't know the Eldorado. Eldorado and Seville shared none of the same HVAC systems after 1998 model year.

    Two issues here:

    1. Noisy blend door actuator: Replace this part to fix the noise. Also when you buy this, order new plastic clips for the blend door linkage as they will break when you remove them.

    2. Air out defrost vent only: first check for vacuum leak to HVAC programmer. The HVAC Programmer is the box with the 5 colored vacuum lines behind the glove box. This is what switches vacuum to the various actuators and controls the blend door motors to keep the interior temp. You see the black vacuum line? This comes from the engine intake manifold. Check for vacuum at this connection. If not, follow this back through the firewall, over the rear of the engine to the vacuum tee where it connects with the vacuum reservoir hose. Check all the plastic hoses for breaks or leaks. If there is vaccum at the connection to the programmer, then unfortunately it may be time for a new HVAC Programmer.

    Yes! I traced the vac line all the way to the intake manifold and THERE it was a big tear in the vac line. I temporarily taped it with some duck tape and my vents worked like new! Thanks guys so much. But everytime I switched the mode it made a hissing (psssssss) sound around the HVAC controller. Is that a big deal or can I just ignore it. And when on HIGH fan speed it wasn't blowing a lot of air.... is that because of the quicky fix on the vac line? And once again thanks a million. - Sean

    If it's hissing under the dash then check for leaks around those connections. Might have a bad actuator or a faulty programmer.

    But first fix the main vacuum line completely. You can patch those nylon hoses by splicing them with some rubber hose. Find some 1/8" ID rubber hose that the plastic hose can slip into.
