    Well if it's making noise with the fan not running, it's not the fan. But you said it gets louder when the fan's on... So now I'm lost.

    wait a minute - something isn't right -

    lets begin with the KEY ON - ENGINE OFF -
    as long as it still makes the noise -

    now turn the AC/heater blower ON to a low speed -

    verify it makes the noise -

    turn the fan speed higher - what happens to the noise -

    leave the KEY ON - but turn the climate control system OFF -
    what happens to the sound -

    turn the climate control system ON - select a high fan speed -
    describe the noise -

    turn the ignition OFF - describe the noise -

    this tells me it is NOT vacuum related -
    so it eliminates ALL the Climate Control doors and controllers -
    because your Climate control is all vacuum operated -

    or does the sound of the fan overpower the other sound?

    OK - this goes along with first one -
    so engine ON or OFF makes no difference -
    again verifies it is NOT vacuum related -

    High speed climate control- no
    this verifies the noise is gone with the blower ON -

    Ignition off - no
    OK - no power - no noise -

    ------------------
    can I assume the radio was turned completely OFF during these tests?
    not just turned down - but fully OFF?
    ----------------

    the only common denominator - so far - is the blower -
    the sound STOPS when the blower is ON -

    can you hear these sounds - from under the hood
    key ON - engine OFF - Climate Control OFF -
    --------------------

    remove the glove box - it is easy to do and will only take a few minutes -
    it will help to pinpoint the source of the mysterious sound -

    the next step would be -
    with the KEY ON - ENGINE OFF - CLIMATE CONTROL OFF -
    so it should be making the noise -

    start pulling fuses - one-by-one -
    until you discover one that changes the sound -

    there are two fuse boxes -
    one under the hood - and one in the trunk -

    Is the actuator for the blender door underneath the glove compartment.
    Now that is getting warmer outside is starting to work balancing the A/C and hot air.
    During the winter is most of the time in one position (hot). Now there is far more movement because the CCM is now moving it to balance the air temperature.
    Remove the kick panel underneath the glove compartment and you will see it moving and hear the noise as it moves.
