    Key off, radio on, lights on (factory HIDs), even in the winter, my DIC never reads under 12.3.

    I never recommend replacing the battery on the voltage readout alone, I just use it as quick diagnostic tool as to weather or not the battery should be load tested. In this case, the OP has several other signs of "actual" low voltage at the battery/to the car.

    How can you get a voltage reading on the DIC with the key off?
