OBD 2 Plug loose just hanging what part is missing ?

yesterday i noticed that the OBD2 plug under drivers side of dash is just hanging there i never saw it just hanging there before so
    im going to assume that
i have no clue where it went and someone at a shop screwed up and messed up a part when reading codes at some point but not sure when or where

but the plug is just hanging
and im wondering what part i need is it just a plastic clip that goes in or do i have to replace the kick panel under dash is it a part of that
    ?
i had wires just hanging and id like to be able to get this fixed

Had the same problem with my daughters '99. The emissions tester would not test the car. Can you believe that? All I did was snap it back in place.

i tried to fiddle up in there with the plug and i can't figure out how it snapps in i know sounds stupid
isn't there supposed to be a cover for that so it doen't get dirty ? or dirt inside the plug ?

thats why i was thinking that was a part missing
when i looked i didn't see anyting for it to snap into

ill go back out and check it out again when i head outside thank you

yeah i can belive it they are afraid that they could damage the wireing when they discount there machine

I do not recall how it gets secured into place, but there is no cover involved.
