Disconnect the Rainsense Module connector and make sure the Wiper/Washer switch is OFF. With the Ignition in RUN measure voltage between pin 6 and 7. Should be 0V. If voltage detected the culprit is the wiper/washer switch.
Going further, assuming the switch is OK (i.e. 0V) then reconnect the Rainsense connector and disconnect connector C1 form the wiper motor cover (C1 is the one with more wires). Measure the voltage between pin F to pin C on C2 connector (or any ground point). If not 0V then your culprit is the Rainsense Module.
If still 0V then your last culprit is the wiper motor control assembly (the electronics under the plastic cover). You will notice voltage between Pin D and E on C1 connector (should be 0V with wiper/washer off).
Just go on this road before replacing the switch on the upper steering column (although most of the time that is your problem).
All of the above measurements should be done with wiper/washer switch set to OFF and ignition in RUN.
