Awhile back, I asked about aproblem I was having with a newly acquired '96STS, in that the tach and speedo didn't work. All tests pointed to the instrument cluster. I obtained one off of E-bay.
However the Paskey circuits are in the cluster on this year, and I had to find the correct value resistor to install to get it to start. I've done this resistor swap may time before when the key wasn't to be had. And it's always worked, but not this time.
I've got the right value to crank the car, but the injectors won't fire. I've got a IP code of 2750 (data communication failure). Page 8c1-55 of the shop manual (troubletree) says that if the IPC has been changed, a Passkey relearn has to be performed using The tech tool. I don't have a tech tool. Is there another way to 'relearn' the IPC? Is there a way to enable the injectors at the PCM, and bypass the Passkey?
those clusters were completely vin/security encoded.
the car WILL NOT FIRE unless you have yours remaned to fix the issue, or use your clusters mother board in the new cluster (assuming only the gauge pack is what went bad).
Also as an fyi you have VATS not PASS Key and with vats you not only need to match the resistance in the cluster but the stored resistance in the VTD and PCM
Pretty sure the mother board is the problem. Tried swaping just the gauge board, but nada.
Failed to mention, the odometer portion works.
BTW, when I tried firing the engine with ether, the tach registered some rpm's (with the swapped dash).

itll read but as part of the security system it wont fire....
you could try the VAT bypass but i dont think that would work either since the problem of having two different resistances would still exist...
i think Ewill (Bill) will have to chime in on this one but i fear he will say the same thing as me that the dealer will have to send it out to specmo to have it remaned...
when i destroyed the face of the cluster i was able to buy another and attach the face (glass/plastic and gauges) to the OE mother board so i didnt require any dealer involvement...
I thought that VATS and Passkey were synonomus. Cadillac (actually GM) have used the term Passkey since '89, and the version used in '96 was called passkeyII.
At any rate, the shop manual says all the lockouts are controlled by the IPC and I quote: "If the key pellets value matchs the one stored in the IPC memory, the IPC grounds the Starter Enable Relay allowing the starter to operate (this happens).The IPC also sends a class 2 message to the PCM. The PCM will enable fuel" (it doesn't).
