When you say wont start, do you mean 'no crank' or 'it cranks but wont fire'?

If it is a 'no crank'. Check the 'starter enable relay'. It is under the carpet, under the lower floor trim about 1/2 way between the lower driver door opening. These can get wet and green.

If it cranks, but no start. Do you hear the fuel pump run for about 2 seconds as the key is first turned to 'on'? If no, it can be blued/burnt wire connections at the fuel tank.

Many of the relays underhood can also go green. Inspect them also.

I attached a pic of a blued fuel pump connector. In this case it is not a GM plug. And most of the time they do not look as bad as this one. You have to look really close..

Re: 1993 sts won't fire below 32 degees

Try heating the ignition control module (its the flat square base under the coils) with a hair dryer for a few minutes when you know its too cold to start. My 93 ELDO N* wouldn't start if it had run over 5 minutes, but wouldn't quit. After turning it off, it wouldn't restart for hours. Melting an ice cube on the base of the ICM made it start instantly. I realize yours is the opposite but the same temperature effect could cause it to not start. The fault tree said PCM but the ice said ICM and that was it.
