According to the government...
They recalculated the gas mileage for cars back to 1985 based on higher speeds, faster acceleration, cold weather, and a/c usage.
Here are some examples.
1989 Geo Spectrum - This one dropped like crazy. (I routinely got over 40 mpg city when driving this car and 45+ on the highway)

1992 Buick Roadmaster (I get 18-19 city and 25-27 highway)
