i havent seen the video (its loading as i type) but its probably mugen, a 2d pc based fighting engine, which was supposed to let you create fighting games with custom characters backgrounds and everything that you were supposed to make yourself, instead, everyone ripped the popular characters off of popular games and make interesting combinations such as this one

ok after watching the video, its not mugen unless a new version has come out to allow all these fluid movements and special effects, im guessing its a flash movie someone put together using existing sprites and custom ones, ryus movements look very realistic i wonder what version of street fighter thats from, nice movie tho
