Does anyone know if you can change out the Front lower control arm bushings on a 98 catera. Are these pressed in and out? Or can you do it by hand?

If they are pressed in, where would I go to get this done?

Change the ball joints while you have the arms out. On every vehicle I've seen they require a press. Take them to any garage and they can change them for you at minimal cost.
