: aiming headlights

The right headlight housing was replaced on my 2000 Catera just before I bought it. The lamp was way high so I tried to aim it. I turn the screws located on the top of the housing and nothing happens. What am I doing wrong?
Also there is a tube within the housing that looks like a level, is this how the Catera levels itself?

There should be 2 screws on top of the headlight. The one to the outside of the car is for height adjustment the other is for the side. They need a lot of turns to make an effort.
The lever inside the housing is for driving in RHD regions so the headlights shine like ___ ___ instead of __/ __/ . The auto leveling is the black box on the backside of the headlight below the screw for the heigt adjustment.
