How can the controls be changed so that on default when I turn on the environmental controls, it does not allow outside air into the cabin.
I would like on default to have the outside air intake turned off.
I figure it must be a software change. Can the dealer do this?

Most all, if not all, dealer programing must come from GM so I'm not hopeful you'll get what you want.
Welcome! Remember that the recirculate setting does not completely block all outside air. Automakers maintain some level of outside air intake to prevent exhaust from being drawn in.
Also, all those cars you see driving around with the windows all fogged up? They're the ones with the HVAC units set on off or recirc all the time.
