It means the seat position memory system has detected a fault.

What year/model car are we talking about?

The Service Manual I have is for '98 and I have no idea how different or similar the seat controls might be.

The front height position sensor is a 10K Ohm potentiometer. B2118 is tellling you the voltage is out of range which could be a failed/damaged potentiometer, damaged wiring, or damaged connector.

The manual seat tilt should operate normally; the height position sensor is only used for exit, memory recall, and memory set operations.
