Does anyone know where I can find a Continental Tire Kit for my 87 fleetwood brougham and how much work would be involved to put this on? I am ready for some hardcore welding if possible but I would rather not. If you could please, any suggestoins.

E&G makes them or you can find them on ebay sometimes.

Ebay is a good place to look, they are fairly easy to install as long as you get the one made for your car, the bucket the chrome part that sits against your bumper is the part that makes the differance, they are shaped differant, they are held on by two straps over the top of the bumper, wire it up and your ready to go, unless you put an actual wheel in it, then it takes some welding and mods to work properly.
