Obd1 is a new chip programmed and sent in a small package that you swap in instead of re-flashing. The first option is meant to cover obd1 customizing. Basically to apply a gm computer to any alternative application it has to be able to be fully controlled. So option 1 is the one that covers your need. Hope that helped.
