Ok, my office is looking for a standalone program which will allow us to post messages on our network to each other, sort of like a whiteboard, without requiring any additional programming and/or software.

Does such a thing exist?

Yes, those applications exist. Some are internet based, others you can run on a private network. I would suggest coming up with a list of requirements that your company has and then start surveying the options. If you google whiteboard applications, you'll get a bunch of hits to start out with. Microsoft NetMeeting also has a whiteboard application.
