I am looking to purchase a 82 0r 83 2 door fleetwood and someone attempted to steal it in its location and broke the hood release cable is there any way to open the hood . The car does not have a battery and the only way for me to crank and test drive it is to be able to bypass this latch.

Yes, but you will need to crawl underneath the car and trip the latch from under there yourself. You might need some tools for this. Be careful of the radiator fins while you are working in this area.

I think when I did one, I found it a lot easier to remove the grille.
