98 Eldorado won't start. Battery load tested and connections are good. I can hear a relay click on driver side under the hood when I turn the key to start. I have moved the shift back and forth still no start. If it was the VATS would I hear the relay click. I am thinking it is the starter dead spot or solenoid. I have a DIC B1780 Theft lock enabled code in history. No codes indicating key pellet problem. Any help greatly appreciated

Dash lights up and the headlights are normal. I am in the process of removing the Starter. Had to stop last night and to buy a 10 mm wrench as there was not enough clearance to get the lower bolt off the starter with a ratchet. Funny thing though, when I removed the positive cable from the starter solenoid the nut was not as tight as I think it should have been. I am going to hot start the starter outside of the car with the battery and a jumper cable. Then get it load tested if it works.
