i need some help on problems with changing my power steering pump because it has a whine.The first thing is do i have to bend back the pump to take of the line that is threaded and how do i get the pulley off. 1990 deville 147k
Is the level of the fluid okay?

On the pulley, you see those holes in the wheel part? Those are so you can stick a long body socket (or one with an extension) through them to get to the bolts. After that (and the belt of course), it will pull off (also get those little ones holding the fluid reservoir to the valve cover). The reservoir can be pulled from the pump...just be ready for fluid to get out if it's there. One of those lines (less flexible one) pulls off...at least it did on mine, hope it's supposed to lol. The other one looks like a simple wrench will loosen the nut on it to me...though I've never had to take that off. Good luck.
But yeah like HUF said, make sure the fluid is up before you replace it...or that the fluid is leaking through the pump itself if that's your problem.

The PS pump on my '94 Deville whines really bad too. It works fine, just makes a lot of noise! I'm probably going to change that soon.
I thought the pulley requires a puller to get it off the pump shaft?

Hmm that may be, I never tried to separate the pulley...I was thinking the pump would come with that...oops... That, or the 94 is different.

The rebuilt pump I have has no pulley. Most rebuilt pumps don't come with the pulley.
