Were all N* engines controlled by OBDII cpu, or were the '94 and '95's OBDI; which models were OBDI if any?

no 93-95 N*s were OBD-1

The early ones up to 95 I think are OBD1

'96 GMs whole fleet was OBD-II, in '95 SOME models were.
I don't remember specific models though.
I know Camaro/Firebird and some S-10 pickups were OBD-II in '95 but that's all I remember.

My 1999 DeVille Concours N* is ODB II, my 2005 SRX N* is CAN, and my 1995 Olds Silhoutte w/ 3800 V6 was (according to my mechanic) ODB I 1/2, said to be neither ODB I or ODB II. Neither my Actron CP 1935 nor my ScanGuage would read the codes, but the dealer equipment did read it fine (for a fee). Hope this helps somewhat with the 94-95 N*.

'95 was the worst year for communications with different scan tools.
Technically if it has a 16 pin DLC it's OBD-II and if it has the 12 pin it's OBD-I.
Some systems on the car were still UART even though the engine computers were Class 2 (for OBD-II).
Your guys OBD-I 1/2 reference is cute, but has no real basis in reality. I mean I might refer to it that way but it's not a real term.
It was just a horrible transition to make.
