When replacing the crank position sensor in a 2000 Deville what is the procedure to "Learn" the new sensor.

I am not sure there is one. Just replace both of them and you should be good to go.

where r they located on a 96?

Not positive but I beleive they are on the front (passenger) side of the engine.

When replacing the crank position sensor in a 2000 Deville what is the procedure to "Learn" the new sensor.

You need the Tech2 to do it. Just replace them. If you don't get a P0300 code (misfire) then you're good. Most people don't need to run it. If the PCM detects a misfire after you replace them then you'll need to have the stealer run the CKP relearn procedure.
