There's a float in the surge tank with a magnet attached to it. There's a magnetic reed switch, that the float lines up with when the coolant reaches a level that is too low. When the float is in the operating range, the switch is open, and there is no warning. When the float gets low enough, the switch closes, and the warning message is triggered.

You can just discern the green float above the reed switch receptacle/connector.

Float travel is only about 5/8"
