Why does my CTS passenger safety belt not allow some extension as the passenger moves? The Owner's Manual says that the child restraint feature may have been activated and that all one has to do is allow the belt to fully retract and start over. We have tried that--to no avail. I notice also that the passenger safety belt buckle features a spring-loaded metal plate that tends to grab the belt--a feature not evident in the other buckles in the car. Might this be part of the problem?
