I've had my 99 sts for over one year now and it has been great. I purchased it at 92,000 mi and it is now at 103,000 mi. I went to start it a few days ago and it tried to turn over but couldn't. Then I had noticed that the gages were not being displayed. I tested the fuses thinking that that might be the problem, and I found that the fuses were good, but the fuses going to the ignition had no power. Everything else works- windows, seats, heater, radio etc. Money is tight right now so I have to try and solve this myself. Please help

Could be the theft system. I had a problem with mine, and the key was bad.
You also need to post this in the correct STS forum down below.
Did you get the battery tested?

Sorry I can't be of more specific help. One thing I will say is that I used to sell these and the '99 STS had way more electrical issues than any other specific model year Cadillac that I was ever around. Irritating, hard to explain stuff like you're describing. A lot of GM buy-backs as a result. I hope you can work through your issues - are there any stored codes? I'd start there and see if the car is trying to tell you what is wrong. Good luck.

check your alt,i just had one put on in jan[95sls] and now its dead,it caused all kind of issues including a no shift problem 3rd to fourth.now at the caddy dealer and they found a cheap aftermarket alt installed by the used car dealer i got the car from.588.00 later and its done and its a REAL gm part.the program is once u buy the part its covered for as long as u own the car, parts and labor!thes car are Very senstive to low charge conditions.do ur self a favor, get it done right the right way with gm parts.See my problems below,
hello caddies fans, well yesterday after a very long time of no problems,my turn came.Got in the car, went out the driveway and it would not shift to 3rd or fourth gear.Turned around to get home from the freeway,no less and the message came up' Battery voltage high'.I got off to the berm and drove home at 20 miles an hour.Pulled codes po16 and io42.today i cleared the codes and drove the car all day.later i went to leave and notice the volts were only 10.6 and would not rise by reving the motor.at rest the volts read 11.1 to 11.6,but now it wont crank.po16 is generator voltage out of range.I belive that low votage can cause a bad shift patteren, the pcm goes to protect mode and alters shift patterens, but would anyone know if the alt should be replaced or the battery.did i screw up the batterey by a overcharge condition?or is the alt bad from the start.both are less than 5 months old.

Make sure your battery cables are tight.. the one time my car didn't start I thought my starter was dead but sure enough a cable was a little loose. Tightened it up and it started fine.. from what i've read this has happened to a couple people before, check it out.
also, check for corrosion. Or even a cracked terminal. My caddy did the same thing, and it was a result of a cracked inner terminal. Clean even the clean looking connections and go from there
I had to replace my ignition switch in my 99 STS about 2 years ago. They had a problem with the contact going bad in the switch. About a $50 part online and about 3-4 hours to replace yourself.
Sometimes I could wiggle the key in my old switch and I would now have any problems. Other times, I would get the ABS and Traction control lights, no ALS compressor on start up and no compass.
The class 2 bus runs through the ignition switch and, because of the poor connections, some of the computers were not being "recognized".
