is there a fuse that can be pulled so the guages don't work? The shipping company demands the car to have less than 1/4 tank of gas. I was thinking it would be easier to make the dash die so they couldn't tell the level. Also this would save me the gas that's in there especially considering $$$ for gas these days.

at the I/P panel:
Fuse # 11,14,18,25,33
I'm pretty sure any of these will kill the cluster. The #11 is probably the best one to go with though.

You might also want to deactivate the level-ride. I've shipped dozens of Cadillacs and found that pulling the fuse and leaving it in the ashtray is the best way to go about it.
