I did most of the checks as well as replaced noisy fuel pump and pressure regulator. The problem is the fuel pressure will not come up to spec, vacuum has been confirmed, no leaks and engine is healthy. Any insight.

Where did you get the fuel pump?
What is your fuel pressure?
What driveability symptoms are you having?

New AC Delco pump - pressure is 37psi - low fuel mileage is the only symptom.

37 psi is just fine. Last time I checked mine it was idling at 38.

Fuel pressure will not affect your mileage.

Relax and enjoy it.

Mileage will vary from 0 mpg at idle to about 26 mpg long-term open highway for a VIN Y Northstar....... and anything in between depends on which car/engine we're talking about and the summary of your daily driving habits.

No car model, no trim package, no location, no explanations makes it hard to diagnose problems in the dark.
