I need to change the egr valve in a 97 deville . I'm mechanicaly inclined after exposing the fuel rail and removing the 4 bolts . Am I just to lift up on the whole assembly rail with injectors ? All the way off ? Do you have to depressurize the fuel rail ? Then remove valve and install new one . Push back rail injector assembly ?

If you can wiggle the EGR valve out without disconnecting the fuel rail, then there is no need to depressurize it, but if you have to disconnect, and I suspect you do, it will have to be depressurized.
It should have the stainless steel fuel rail.

I did mine on my ETC and I did not have to disconnect.
I assume the Deville would be the same, but not sure.
