Does anyone have any info far as Bulletin # on this?.
I checked with my dealer and they do not show a bulletin or notice from gm/caddy of any kind.
My dealer will not work with me at all as to all 4 wheels have this charcol stain on the spokes.He says it was done by wheel cleaner and caddy/gm will not warrenty the wheels.
Any halp is appreciated

I'm not paying 24$ to read the actual document but if you search for service bulletins on the CTS-V this pops up.

That is very strange I have the EXACT same thing I noticed the other day on my wheels when I took it in for a slow leak in the tire... I noticed the charcoal looking run areas on the spokes of some of the wheels, and I blew a gasket at service... I did so because I NEVER use any type of wheel cleaners on my rims( just good ole' elbow juice!!).. But... service DID clean my car last week after they replaced the radiator...even though I told them NOT to wash it, as those 7.00/hour cleanup up guys cannot even come close to appreciating my car as much as I do, using the same wash mitts that were just laying on the ground 10 mins ago.. :( But to make a long story short the service manager who knows how anal I am said that they probably did it in clean-up with the wheel acid they use, and that he has a cleaner/polish that will fix it... Stay tuned I will let you know what happens.. If yours looks exatly the same as mine does, the it might be something that I will make them warranty for me... Any pics??

I have the same issue, and I never use wheel cleaning products either.

I think its warrenty time.
