I searched the forums and could not find any threads that dealt with these questions.

2000 Seville.

What is the test that I can do to confirm if an inector is bad or good?
Is there a way to remove it and clean it myself? ie Running a pressured cleaner through it while its out and applying voltage to it to open it, etc...

What is the test to check the voltage going to the injector? I stuck a volt meter on DC and was getting approx. 12 volts constant to the connector. I am assuming that it fires so rapidly that the volt meter does not see the drop in voltage?

I think a "Noid" light is what is needed to check if it is getting a voltage signal. They are not terribly expensive. I have not tried this but understand you can use a stethoscope or a piece of hose as one and listen to the injector and tell if it is cycling. You should be able to hear it clicking open and closed. Not sure about cleaning it but I have often thought about what you mentioned and see no reason why it shouldn't work. However, you might want to be carfull what solvent you use. Bbob said that fuel system cleaners in strong consentrations will eat the varnish off the fuel pump windings as well as the injectors.

Do not use fuel injector cleaner stronger than recommended. Usually a can to a tank and you fill the tank BEFORE you drive it. It can take the insulation off the pump windings and ruin the fuel pump.

It may help, or even fix your problem, it just takes awhile. Since your engine is different, how hard is it to swap injectors on two front cyls? Usually the injectors pull out if you take the fuel rail off. Usually pretty easy.
