I just put new shocks on my car and one side is still low but other side sit right y?

The shocks don't have anything to do with side to side ride height differences. It could be a worn/broken coil spring, or worn/damaged suspension components.

No - it's a mechanical problem.

Your rear level control system compensates for extra weight in the trunk or back seat and then inflates/deflates both shocks simultaneously - there's no side-to-side option. Depending on your level of suspension control the "sensors" control suspension stiffness and reaction time - not height.
