I've never seen fluid frozen around the lamps but I park in an insulated garage and use only -40 or better washer fluid. What about you?

Uh, you mean the washer fluid sprayed on the lens, right ??

I would suspect a leak - perhaps a fluid supply tube has come loose from a connector near the headlight lens. The weird thing is that you're seeing the frozen stuff on both front lenses - stretches credulity to think that both sides would leak. Unless, of course, your lines up front froze while driving in especially cold weather with inadequate fluid in your tank.
