: My friends '89 Cadillac Brougham d'Elegance blower won't blow?

I'd guess bad ground, bad fan speed module, or bad ECC head (in that order).

The Tan wire feeding the blower should be hot at all times. Check to make sure it's getting voltage.
If it is, then you can run a wire from the from the blower motor case to a good ground and double check the motor starts to turn (be warned that it will spark since the blower is getting 12V already.
If the motor starts, then the resistor module is highly suspect (The unit mounted in the air plenum directly beside the blower motor). It should be grounded to the center of the firewall.

There is also a fusible link in the blower feed.
