Try pulling the hvac fuse in the under hood box
If that don't work then the actuator will have to be accessed
On the passengers side bottom of the dash there is a access panel(commonly referred to as the kick panel) with three screws
Remove those and the panel removes
The actuator is held with two screws

There is a few fuses that work in with the mirror and its controls but the s.i.r fuse is one as it is listed in the gm service manual

The s.i.r fuse is in the under hood fuse box

There is a few bcm fuses in the dash fuse block(drivers side end cap) that might work the mirror
I will look at the wiring diagrams I have and see where the fuse is and what the amp rating is

Are there any lights on after you start the truck?

(Eg air bag light, abs light)

Nope no lights on...

Maybe the mirror connection is loose try wiggling the harness on the back of the mirror
Also there should be two lights on the mirror one for the mirror one for the onstar system on the right
Along with a power button for the mirror and a light on the left

remove the plastic molding under the the passengers side dash to expose the blend actuators. you need to replace the actuator that is towards the center of the truck. just did mine a few weeks ago...
