I have replaced the fuse, even though the old one was fine. The front lighter DOES NOT work at all, the light does come on at night when the head lights are on. The rear lighters work. When I need to charge my cell, I have to plug into the back.

Any ideas?

Probably one of the wires isn't connected or is broken internally. If there's power coming to the fuse and nothing at the socket then it's between the fuse and the socket. If it comes to the socket and still doesn't work it's the ground.
