Got a short in your fog light wiring somewhere I'd guess, time to get some schematics.

Are bulbs 55watts because anything more could melt wiring and cause positive and negative terminals to touch.

Aftermarket hids using factory wiring 35watt at best. Anything more get a relay harness.

Stock fogs are H3 55watt.

Where is the relay fuse for the fog lights. In side the car or next to engine?

The fog lights are fused, the relays are not. If you've found the fuse and it blows when you replace it, you need to start looking for a short somewhere in the circuit. You could start by checking the connections at the lamp first, then trace wiring back from there. Don't ever use a fuse larger that what GM specifies, but make sure that the fuse in the circuit is the correct rating.
