: Headlights mis-aligned or by design?

See the image below, and note that the car is on a slight decline to the left, so ignore the general increasing slope...

What I'm trying to point out are the two ridges/steps... Are these by design or are the headlights just mis-aligned? Thanks in advance!

By design, the DOT requires that the drivers side light be slightly lower to minimize the chance of blinding oncoming traffic

Driver's side will usually be lower & aimed a bit to the right to avoid blinding oncoming traffic.

Edit: beat me to it 'extrabolts"

Figured as it appeared intentional, just wanted to make sure.
