Looks like they are moving to a 3.23 axle ratio from a 3.73 axle ratio. Is this correct? How does this change things for the car?

Could this be to improve fuel economy and perhaps get out from under the Gas Guzzler tax?

Is that with the manual or auto gearbox? I was unaware there were any mechanical changes for the 2013's? I'd think it would slow the car down a little, at least 0 to 60 times anyhow?

Yeah, I thought that it just depended upon the transmission; 3.23 vs. 3.73.

I think the website I was looking at was mistaken, and had included the 6M axle ratio as the auto.

Ya, that sounds like the case, I don't think there were any mechanical changes to the CTS-V for 2013.

I just ordered a 13 wagon 6m and I asked about any changes. The only thing I was told is they added red brake calipers

Manual transmission Vs have had 3.73 gears only since 2004...

It would loose performance and towing capacity
Might gain MPG if conditions are correct.
It is a balancing act with differential ratios.
Guess that is my we are seeing more 6 and 8 speed transmissions.
Smaller steps between gears with a higher cruise ratio.
