You can leave it alone. FL has no inspections of any kind (obviously). You'll just pollute some more.

If you leave it disconnected, make sure you don't have a catalytic converter anywhere. If the converter isn't reaching the right temperatures, it can't burn off anything and will get clogged with ash.

The catalytic converter can work without it. If looks like the belt has been off for a while and everything is working fine don't worry about it. Chances are if the pump hasen't been used for a while it's seized up anyway.

^It insulates the A/C lines... But if you took it off an started beating people with it, they'd be all like, "Why you hitting me with that nasty hose?"
