It reduces the aero drag on the car by creating a vortex in the rear of the car. It also reduce rear end lift and increases rear downforce.

Without wind tunnel testing and a belly pan wouldn't the part be cosmetic only?

Without a flat underside, it's effectiveness is reduced. However, I wouldn't say that, without wind tunnel testing, it's purely cosmetic. Wind tunnel time doesn't come cheap.

I built one on my racecar and the track at high speed was definately more stable and straight.

Vortex generators are a bandaid for a poor roofline design such as the Evo. The air detaches from the roofline due to a steep rear window angle. The make up for this slightly by creating a vortex over that window. Our cars have a very nice roofline with a gradual angle (specially the coupe). Air doesn't detach therefore resulting in a lower drag CO.

BTW I do CFD for a living.
