There are two situations which cause the headlights to move. First, they raise or lower vertically based on changes in vehicle speed. This is to extend their range when traveling at higher speeds. Second, they turn right or left up to 15 degrees to give you a wider angle of view when making turns. You won't really notice the vertical movement. But when you turn, you'll notice the headlights pivot back to straight as you come out of the turn. It's very obvious once you know what to look for.

Or if you have a wall, tunnel, or thick line of trees pretty close to the road, you will see the headlights adjust as per vehicle speed. It's pretty cool! :D
