If this is your first date with a steering column, simple is better. If it is a tilt / telescoping you've got a nightmare on hand. A standard column is much easier to deal with. To what degree is it dissassembled?

Easier to replace the whole thing. If it doesnt have much rust and RWD, I'd buy it for the "friend" price.

Yep, just grab another column. Don't worry about colour (paint it) or a key (as long as you have the key for the old one, you can swap ignition cylinders).

can you swap a tilt one for a non tilt one?

Sure. Or, the other way around.

I think some Olds and Buick columns would fit too. Gotta have tilt/telescopic in a caddy.

The non-tilt columns are smaller in diameter that the tilt columns and the filler pieces and in the dash and the retainer are different to accomodate the different columns. If you change from one to the other be sure to get all the related parts.

how hard is it to swap em? I have a non tilt in my hearse and have to wiggle to get inside... it would be great to find one that can move higher lol
