If I put in a used PCM in my 95 Eldorado with same serial numbers and same 4 letter code, do I have to have dealership reprogram the PCM with my vin?

You should try to retain the stock memcal. That is the chip inside the PCM. The memcal has a calibration built for your list of options and emissions. The boxes interchange on OBD1 cars. I don't see the VIN in the calibrations that I have for OBD1 cars

how do I remove that chip? I guess I have to open the PCM.

The PCM has a cover that you need to remove to expose the memcal.

Is the memcal also called the PCM Prom? I can't find anything in the shop manual about a memcal.

Yes. GM called them Proms and on the later cars they called them Memcals.
