Seatbelts are hard to clean. But, I can recommend a product that will clean seat belts, carpets, velour and fabric seats. It called carpet & upholstery cleaner. We manufacture this product. It is a safe cleaner that will remove heavy stains and will not colorfast surfaces. Check out the youtube video.

The fabric and upholstery cleaner made by Bissell and sold in a blue spray can with a black brush attached worked very well on my seatbelts. I used a damp cloth to remove stains after the application of the cleaner then air dried. It works well on spot stains on mats, too. Other products like the one previously mentioned also would work very well I'm sure. Good luck!
