My '85 Deville has a loose tilt wheel, it shutters over large bumps, is there a simple way to fix this? If I push up on the wheel it moves about an inch.

The manual recline on the drivers seat has also lost much of its adjustment. I can adjust it to 10 degrees from straight up, then about 40, and almost flat. Is there a way to fix this?
