Ok these arent ordinary scratches they are all over the paint. There are millions of them. Its like the paint is cracking. Someone said the are "lighting bolt scratches". Can i buff or wax these out? Or is it just worth it for a new paint job?

Maybe something that can be removed with wet sanding. 1500 grit or so. Then rubbing compound. Maybe even a color sand too. But, sounds like the paint is really in need of a replacement. You probably have more of a crackling paint then actual scratches.

yea the same person who said it was cracking said use wet sanding, how does that work?

Wet sanding is using 3M Wet Or Dry paper, and water. This is the black sandpaper you see at auto stores. Also get some rubbing compound and some Meguiar's "Show Car Glaze" and Meguiar's Gold Class wax.
Get some 2000 grit and 1500 grit. Get a big bucket of water and soak the sandpaper for about an hour. Get it really good and saturated. Get a water bottle or a hose if outside. Start with the 2000. Also get a rubber sanding block at the auto store.
Start with the 2000 first. You can rub the crap out with 2000 and not hurt your paint. It will look really dull and you will go "Oh My God, what have I done". Not to worry. Rub a small area first and see what happens. When it is good and dull, take a rag with the compound and start rubbing it out. You will be amazed when it comes back with a semi-shine. Next, break out the Show Car Glaze. Glazes are great because they also fill in small imperfections for a couple of months and really put a shine on her! At this point see if it did any good. If not, you could try the 1500, but be VERY CAREFUL. Rubbing 1500 hard will put you through the clear coat and into the base coat color. Then you have problems my friend! Rub the 1500 very lightly and then switch back to the 2000. Repeat the Glaze steps.
I do this as a part time business. I do classic cars, Benzes, Lexus, lotsa Caddies including my own (2 STS's). Again, if this doesn't do it, then the paint is damaged.
Good luck! Wet sanding is an art that can take out most scratches and other imperfections!! I use it a ton!!!
