Since you were cool enough to post your pic on my suggestion, here is what my Caddy book says, hope it helps: (I'm thinking just a sending unit)

GAUGE DOES NOT REGISTER:

1. Check for missing or blown fuse, and replace as necessary.

2. Check for an open circuit in the gauge wiring. Repair wiring as necessary.

3. Gauge sending unit defective, replace sending unit.

4. Gauge or sending unit improperly installed. Verify installation and wiring.

GAUGE OPERATES FULLY PEGGED:

1. Sending unit to gauge wire shorted to ground

2. Sending unit defective

3. Gauge or sending unit not properly grounded.

4. Gauge or sending unit improperly installed.
