I have just purchased a 93 and found that with the AC on and the vent position set to Normal, a disproportionate amount of air blows out of the windshield defroster vent and hardly any comes out of the center vent above the driver information center. Is this just part of the design or is something amiss?

Sounds to me like the vacuum source hose from the engine is off, leaking, pinched etc. all cars will default to defroster postion if the vacuum is not correct. With the factory service manual, you should have a trouble tree to lead you to the cause. In the BCM override parameter you should be able to compare blend door angle vs. proper angle. Haven't really looked at it yet, haven't been driving it too much. Still searching and waiting on a manual. I will post as soon as I find out what the problem is/was.
