I have a 2001 Deville, in the morning my car has trouble starting. I have tried all keys and none work on first turn. Dealer ran codes and the following showed:

B1327

The battery was replaced and the chip in the steering column was replaced. I are still having the problems in morning starting the car. It starts after a couple turns of the key in the morning. In the afternoon leaving from work it starts on the first turn and for the rest of the day. It seems to only have this problem in the morning after the car has sat in the garage all night.

What seems to be the problem?

The B1327 means the battery voltage was low (below 9 volts for more than 1.2 seconds) so the dealer did the right thing changing the battery.

Tell me more about the "It starts after a couple turns of the key in the morning". Does the engine crank but not start? If so try this in the morning turn the key from off to on (not start) leave the key in the on position for 3 seconds... repeat this 3 times. Now try to start the car does it start normal?

I had the same problem few years back and it turned out to be a loose nut(barely) on the battery cable junction box under the hood. In the morning wouldn't start the first time, the rest of the day it worked just fine. Had the same codes as you, changed the battery just like you.

When I turn the key on lights and radio turn on, but there is no crank on the engine. After about 10-12 turns the car finally cranks and starts. Only in the morning.

Pull your codes again per the sticky at the top of this forum "how to pull codes" to see if you have any since your battery change.

i tried 3 things last evening.

I clean the battery cable junction box with some sandpaper. There was none visible corression on the nut or connection. I cleaned it anyway.

I tried the 3 second turn on for 3 times.

I also ran and cleared the codes. The following codes showed up:
B1004 - history
B0429 - Current
B1004 - history
U1016 - History
P0615 - History

This morning the car started on the first turn. I will wait to see what happens tomorrow morning. Maybe something I did worked. Not sure which one.

I will keep you posted.

The P0615 code indicates that the PCM sees that the ignition switch is in the start position but either the starter relay or starter are not responding to the start request.

I would start off removing both the power and ground wires from the starter and starter solenoid cleaning them with a wire brush. I would also clean the starter ground cable where it attaches to the frame. You might want to disconnect the battery before doing this the starter wire is "Hot" all the time.
