From shining a flashlight thru the dash light panel I can see that all the lens are there even for feautres my '76 FWB doesn't have eg security system, ACRS light. My question is did they still put bulbs in there in case the owner added such features later? I can see the 2 light dots for the fuel economy indicator system,and am looking to install this on mine. Do I really have to take the whole light panel apart and install bulbs or is there a better way?

Dash cluster has to come out, then bulbs install in from the back.

Without these items on your car the bulbs are left out at the factory on purpose. The wires to power these lights are not in the mutiwire plug at the printed circuit on your car so if you go thru all this trouble, the lights will not power on.

While carnut is likely correct in this application, it isn't always the case with GM. In the 94-96 Caprice, all you need to do to get a "door ajar" warning light is to add a bulb.
