It is really strange not having it though, so I can see the reason for your question. I like having it, because I have long-ish legs and otherwise it's a royal pain in the arse getting in and out of some cars.

Just push on it really hard... It'll tilt.

You don't have a tilt steering column. You would have to swap one in from a donor car.

My '84 Chevy doesn't have tilt steering either. I found it odd that it didn't but getting used to it wasn't too bad. (I'm 6' tall)

I don't know if Cadillac is this way, but some of the old Chevy trucks (late 60s) had tilt steering that you would operate by actually pushing the turn signal lever toward the dash. You might see if it works here.

I had the same problem on my 70' No tilt!!!! I had to buy a Tilt Column off another 70' on ebay. Turns out not all Deville's came factory with the tilt & teloscopic functions. at 6'3 i definately needed the tilt. Not to mention i swapped out my old seats for new Caddy Buckets but thats a whole different topic! lol

Thats apparantly the turn signal. I couldnt see what it really did til a few nights ago. You mean to tell me I have to manually blink my turn signals?? lol

my instrument panel is burned out, and it doesnt hold in one position and blink like the new cars do. When I push down and up it activates the lights in my front quarter panels but I have to do it manually to give the appearance of a blinking turn signal...

correct, theres no tilt, looks like I may either have to deal with it or swap it out. Cant do anything right now though.

The lights I think you're refering to in your front quarter panels (they're white and bright, yes?) are the cornering lights. They're supposed to come on and stay on steady when you activate the turn signal with the lights on. On the top of each front fender is an indicator light that should flash in unison with the turn signals (unless the bulbs within them are burned out).

Try this. Flip the directional on, get out of the car, and look at the front and rear turn signals. If they're bright but not flashing, you either have one or more bulbs burnt out, or your turn signal flasher is dead (esp. if you get no flashing from both sides). Both are cheap and easy fixes.

However my turn signal lever does not stay in one position... it keeps moving back to the center position every time I let it go...

But, do the turn signals flash normally when you hold the lever in position? If yes, then all you need is to replace the detent spring or the signal switch. But, since you're swapping out your steering column for a tilt/telescope model, it's a moot point.

When I hold the lever in position the light does not blink. It just stays illuminated constantly.

And I havent even gotten CLOSE to switching out the steering column yet, Im still playing with ideas....

OK, then check all your bulbs for burn outs. If all the bulbs are OK, then replace the flasher. It's located under the dash, on the lower dash cover next to the steering column. Readily available at any auto parts store for cheap.
